Our founder, David, an experienced professional with over 25 years in the insurance industry, launched RomePA to stand as your dedicated advocate, ensuring you receive a fair, honest, equitable, and generous settlement. His approach is shaped by decades of client-first service and a deep commitment to the principle of restoration.

We wanted to introduce you to the man behind RomePA by sharing what those who have worked closely with David have said about his character, leadership, and dedication to serving others.

David’s background as an insurance agency owner and client-side negotiator gave him the expertise, but his character is what truly sets him apart. For David, a settlement is not just a transaction; it is an act of restoring justice to someone in need.

The qualities he brings to every claim are personal and deeply rooted. Ken, a former CEO of a community organization where David served on the board, described him as someone who possesses "the skills and qualities that I personally would look for in hiring a top-level staff person." Ken continues:
"He can be trusted, is likable with an outgoing personality, is self-confident but not over bearing, is someone you enjoy being around and working with, is a self-starter, takes initiative, and works to make those around him successful. He is patient and an excellent communicator. He is optimistic and is very creative."
A Commitment to Service and Leadership
David's service is not limited to business; it has been a lifelong pursuit in his community. His former president at Southwestern Christian University, Ed, notes his "take-charge" demeanor and ability to serve others untiringly.
"Mr. Burrows is a very personable, 'take-charge' type of individual, tackling tasks and initiatives without the need for prompting or supervision. He demonstrated the ability to run a successful insurance business and, at the same time, serve untiringly as the SCU Board of Regents Chairman."
David served in significant roles, including as Vice-Chairman of Enid's United Way, President of the Enid Noon American Business Club, and Chairman of the Board of Regents for Southwestern Christian University, where he oversaw the greatest expansion in the university's history. Reggies, a respected education leader, speaks to David's unique qualifications for advocacy:
"As a businessman, David has experience with the corporate world and various community organizations and agencies that no doubt has given him insights and knowledge about workforce development... In his service, David has consistently demonstrated a commitment to ensuring equity and fair treatment for all people, which is a vital part of the RomePA mission. This mirrors the compassion of our patron, Saint Nicholas, who intervened to ensure justice for the wronged.
Luis recalled David’s actions within the industry:
"On matters of diversity, equity, and inclusion, David always showed he was a clear advocate. As a Hispanic agent myself, he always made sure I had all the proper tools and went far and beyond to make me and our Hispanic clients feel welcomed, understood and was always a good listener."
A New Chapter of Service in Rome, GA
David and his wife, Elizabeth, an artisan who creates beautiful pieces like her "Snuggly Saints" dolls, have made Rome, GA, their new home. They are actively involved in the local community through their Orthodox mission.
Scott, a long-time friend, speaks to the impact David and Elizabeth have wherever they go:
